Summary | 0004084: Scotch decomposition not being built if using system scotch
Description | After this commit: https://github.com/OpenFOAM/OpenFOAM-dev/commit/9ed591b6bbc37bffc9a06de8ed90f18fabc48684 it seems that scotch-decomposition is no longer being built unless $FOAM_EXT_LIBBIN/libscotch.so exists. This requires that there has to be a ThirdParty-dir available. Previously it was implicitly assumed that either there is a ThirdParty with scotch or the platform has scotch in by some other means. This is only a minor inconvenience, but if this mode is to be still supported, the Allwmake in scotch would need to have some other logic to detect additional locations for scotch.
