Summary0002011: Restart Parallel Case with dynamicRefineFvMesh does not work
DescriptionHello,

when restarting a case with dynamicRefineFvMesh in parallel, already refined mesh cells are not coarsend.
Steps To ReproduceUsing tutorial case tutorial/multiphase/interDyMFoam/ras/damBreakWithObstacle:

1) Simulate a few time steps in parallel and reconstructParMesh / reconstructPar an arbitrary time step

2) Remove the processor folders and decomposePar again

3) Continue to run the case in parallel and watch already refined cells not get coarsend
Additional InformationThis problem only occurs in parallel when reconstructing is involved. Simply stopping a parallel simulation and continuing without reconstructing & decomposing works as intended.

I'm closing this report, only because it's essentially a duplicate of #1822.
Also keep in mind that there is another problem with the decomposition of the refinementHistory, as reported in #1855.
